A method for producing this seedling culture soil/soil for agriculture and horticulture includes: a fine powder formation step P1 for obtaining a bamboo powder by finely powdering fresh bamboo; a lactic acid fermentation step P2 for subjecting the finely powdered bamboo powder obtained in the fine powder formation step P1 to lactic acid fermentation; a blending step P3 for blending a bamboo charcoal powder with the lactic acid-fermented bamboo powder obtained in the lactic acid fermentation step P2; a composting step P4 for composting the bamboo charcoal powder and the lactic acid-fermented bamboo powder obtained in the blending step P3; and a mixing step P5 for mixing a soil-improving material or a fertilizer with the composted lactic acid-fermented bamboo powder obtained in the composting step P4 so as to produce the seedling culture soil/soil for agriculture and horticulture.
