abstract Disclosed are an LED testing device and method. The LED testing device comprises: a testing circuit board (100); an elastic substrate (102), the elastic substrate (102) being arranged at the lower end of the testing circuit board (100), a testing electrode being arranged on the face of the elastic substrate (102) that is away from the testing circuit board (100), the testing electrode being electrically connected to the testing circuit board (100), and the testing electrode directly facing an electrode of an LED chip to be tested; and a fillable area (101), the fillable area (101) being arranged between the testing circuit board (100) and the elastic substrate (102). After the fillable area (101) is filled, the testing electrode comes into contact with an electrode to be tested, so as to determine whether said LED chip, which is at the current testing position, is a chip with poor electrical properties, so that a chip with poor electrical properties can be screened out. In addition, since the device does not require the position of a probe to be moved mechanically, an LED chip is prevented from being stabbed by the probe; and an electrode of the LED chip can be accurately aligned for powering on, and the testing speed of the LED chip is increased.
