The present invention relates to a surfactant composition capable of improving the retention of a liquid oil on a solid surface, said surfactant composition comprising an anionic surfactant (A), a cationic surfactant (B), a liquid oil (C) and water, wherein the water constitutes a continuous phase, the molar ratio R A is 0.25-0.60, and the molar ratio R b is 0.6 or greater.
