abstract The present invention provides a separation and recycle system for a water-containing organic waste liquid and an organic solvent, and a recycle method, wherein the separation and recycle system consists of a distillation system and a pervaporation membrane separation system by means of a process pipeline connection. A packed tower is used as a rectifying tower, and a material inlet of the packed tower is provided in the center of a packed tower liquid distributor; and a damping structure is provided in a pervaporation membrane unit of the pervaporation membrane separation system. The separation and recycle system provided in the present invention is suitable for online dehydration and recycle of multiple kinds of water-containing and two or more azeotropic or non-azeotropic organic solvents as well as for separation and reuse of the organic solvents.
