The present invention pertains to a surface-treated steel plate characterized by: having a steel plate, a Zn alloy plating layer formed on at least one surface of the steel plate, and a coating film including an anti-rust agent and a binder resin, formed upon the Zn alloy plating layer; and the concentration of the anti-rust agent in the coating film, at a position 10 nm from the interface of the Zn alloy plating layer and the coating film, being 1.5–5.0 times the average concentration of the anti-rust agent in the coating film. |
