abstract [Problem] To provide a device and method for manufacturing a de-oiled dry product with which it is possible to obtain from organic substance food, feed, and mixed fertilizer that include hardly any oil content. [Solution] A device 1 for manufacturing a de-oiled dry product is provided with: a depressurized fermentation/drying device 3 in which an organic substance is stored in a tank 30 and stirred under reduced pressure while being heated in a predetermined temperature range, and in which organic components of the organic substance are decomposed using a microorganism to obtain a dry product with reduced volume; a mixer/stirrer 5 which mixes an organic solvent into the dry product and stirs to cause oil content included in the dry product to be extracted, thereby obtaining a de-oiled dry product; a presser 6 which presses the de-oiled dry product so as to separate the oil content extracted from the organic solvent mixed in the de-oiled dry product and the de-oiled dry product; and a residual solvent remover 7 which heats the de-oiled dry product so as to vaporize the organic solvent mixed in the de-oiled dry product after the pressing.
