abstract Provided is an organic EL device substrate 1 provided with a transparent plate, a high refractive index layer 4, and a transparent conductive layer 5 in this order in the thickness direction, the organic EL device substrate 1 having a recessed groove portion 6 for dividing the transparent conductive layer 5 into at least a first region R1 and a second region R2, wherein, when the thickness of the transparent conductive layer 5 is t1(μm), the minimum width of the recessed groove portion 6 is w1(μm), and the maximum depth of the recessed groove portion 6 from a surface 5a of the transparent conductive layer 5 is d1(μm), the surface 5a is on the opposite side of the high refractive index layer 4, and the relationship of t1≦d1 and d1/{(w1) 0.5 }<0.1 is established.
