abstract [Problem] The purpose of the present invention is to provide a polyurethane foam production method with which it is possible to assure high durability, especially high abrasion resistance, even when no coating film is formed on the surface, a steering wheel production method, and a steering wheel. [Solution] A typical configuration of the polyurethane foam production method of the present invention is a polyurethane foam production method including a step for injecting a polyol component and a polyisocyanate component into a mold 200 while mixing these to mold a polyurethane foam, the polyurethane foam production method characterized in that, in the step, a hydrochlorofluoroolefin is used as a foaming agent, a powdered fluorine resin is used as an additive, and the foaming agent and additive are injected when the polyol component and polyisocyanate compound are injected into the mold 200.
