abstract The invention relates to a device and method for producing a fiber mat (1) which is particularly suitable for use in the production of packaging paperboard or fibrous material-containing construction elements from a fibrous material-containing recycling material (13) that comprises corrugated cardboard wastes and/or paperboard wastes and/or waste paper and/or paper or cardboard wastes from paper making. Said method comprises the following steps: a) collecting and providing the fibrous material-containing recycling material (13); b) processing, using only little water, the fibrous material-containing recycling material (13) in an air current to stock comprising individual fibers and/or fiber bundles; c) forming the individual fibers and/or fiber bundles in an air current to a fiber mat (1) by way of a dry forming process; d) solidifying the formed fiber mat (1); the specific volume of the fiber mat (1) being higher than 1.6 cm 3 /g/g, particularly higher than 2 cm 3 /g, preferably higher than 3 cm 3 /g and the fiber mat thickness being ≥ 1 mm, particularly ≥ 1.5 mm, preferably ≥ 2 mm.
