The present invention provides a dimming device that is highly optically transmissive in a transmittance mode. A dimming film according to the present invention includes a first substrate having a first transparent electrode layer, a dimming layer that changes the scattering conditions of the transmitted light depending on whether a voltage is applied, and a second substrate having a second transparent electrode layer in that order. The dimming film is configured to switch between a non-scattering mode and a scattering mode depending on the scattering condition of the transmitted light. A haze ratio, which is a ratio of the haze of dimming film in a scattering mode to the haze of dimming film in a non-scattering mode (haze value in the scattering mode / haze value in the non-scattering mode), is 8.0 or greater, and the optical transmittance of the dimming film in the non-transmittance mode is 80% or greater. |
