abstract Provided is a liquid treatment device for treating water or a liquid in which another substance is mixed in water. This liquid treatment device can be developed for distinctive uses such as being capable, when treating water, of improving the permeability, solubility, etc. of water and of generating hydrogen ions, hydroxide ions, etc. by proactively performing the decomposition of water, and when treating a liquid in which another substance is mixed with water, for example, in the case of a mixed liquid of water and fuel oil, being capable of forming an emulsion fuel that does not separate over long periods of time without the use of any additives. The liquid treatment device is characterized: in being configured so that a ceramic-filled section, which comprises an ore that emits consecutive electromagnetic waves with a main vibration range in the 0.3-3 TH z frequency band and that has SiO 2 and Al 2 O 3 as the main components, is disposed in the flow channel for the liquid being treated, and the liquid being treated is treated by being passed through the ceramic filled section; and in being configured so that an ultrasonic wave-generating device for emitting ultrasonic waves toward the ceramic filled section is provided and the liquid being treated is also treated with ultrasonic waves.
