abstract [Problem] To provide a plasma generation device suitable for the production of an anti-tumor aqueous solution that is able to kill cancer cells while having almost no effect on normal cells, and a method for producing the anti-tumor aqueous solution. [Solution] A plasma generation device 1000 includes: a first electrode 110 that is provided with a tubular section; a second electrode 210 that faces the first electrode 110; and a gas supply unit 140 that supplies gas to the interior of the tubular section of the first electrode 110. In addition, the first electrode 110 causes the gas to flow from the tubular section toward the second electrode 210.
