A water treatment device and water treatment method are provided which can efficiently remove soluble silica in the water to be treated. This water treatment device (1) is characterized by being provided with a soluble silica precipitation unit (13) which precipitates the soluble silica dissolved in the water (W1) to be treated that has a concentration of aluminate ions represented in general expression (1) and a pH within a prescribed range, and a solid-liquid separation unit (14) which separates the water (W1) to be treated and the precipitated soluble silica to obtain treated water (W2), i.e. water (W1) to be treated from which the soluble silica has been removed.
