abstract Provided are a reforming-water-antirust-effect determination device and reforming-water-antirust-effect determination method that make it possible to determine simply and in a short period of time whether water anti-rust properties have been enhanced. A reforming-water-antirust-effect determination device is characterized by having a first potential difference measurement device and second potential difference measurement device each comprising an anode electrode, a pair of cathode electrodes, a first current generator for causing current to flow between the anode electrode and one cathode electrode, a second current generator for causing current to flow between the anode electrode and the other cathode electrode, a current switching apparatus for periodically changing the magnitude of the current flowing through the pair of cathode electrodes, and a measurement output means for measuring the potential difference between the one cathode electrode and the other cathode electrode and outputting an output signal, and is characterized by having a determination means for determining the antirust effect of treatment water on the basis of an output signal (A) output by the first potential difference measurement device and an output signal (B) output by the second potential difference measurement device.
