abstract The present invention provides a high-efficiency electrolysis ballast water treatment apparatus and treatment method using carbon dioxide, the treatment apparatus, compared to a ballast water treatment apparatus of a conventional electrolyzed water treatment method, being capable of increasing sterilization efficiency under the same TRO concentration conditions since carbon dioxide is dissolved in sea water, lowering the pH of the sea water, and is converted to carbon dioxide micro bubbles, and thereafter, if the pH of sea water is lowered in such a manner, the existence ratio of HOCl, which has excellent oxidation power among all oxide materials generated during electrolysis, increases.
