abstract Disclosed are a method, device and system for determining transmitting power. The method comprise: a spectrum coordinator (SC) acquiring an idle spectrum list of a secondary user equipment (WSD), wherein the idle spectrum list comprises: idle spectra which are not used by a master user in the position where the WSD is located, and protection relevant information about the master user corresponding to each idle spectrum; and the SC determining available spectra of the WSD according to the idle spectrum list of the WSD, and calculating to obtain the maximum allowable transmitting power of each available spectrum.
