abstract Disclosed are a coverage and capacity joint optimization method, device, and system. In an embodiment, a network controller determines a current network state parameter of a whole network according to a network state parameter separately sent by each base station and corresponding to a cell; determines a base station on which parameter adjustment needs to be performed and an adjustment advice of a corresponding configuration parameter value according to the current network state parameter of the whole network; and determines, according to the determined base station on which parameter adjustment needs to be performed and the adjustment advice of the corresponding configuration parameter value by using a coverage and capacity joint optimization algorithm, a configuration parameter value of the base station on which parameter adjustment needs to be performed, so as to solve the problem that a globally optimal solution is very difficult to be determined in an existing coverage and capacity joint optimization method.
