abstract The present invention relates to a method for transmitting messages. The method comprises: receiving a unstructured supplementary service data (USSD) notification message sent by a home location register (HLR), wherein the USSD notice message contains the identifier of a terminal residing in a long term evolution (LTE) network; converting the USSD notification message into one or more short message service (SMS) messages; sending a paging message to the terminal according to the identifier of the terminal; and after receiving a paging response message sent by the terminal, sending the one or more SMS messages to the terminal through an SGs interface. Correspondingly, the present invention provides a device for transmitting messages, and solves the problems that the terminal residing in the LTE network scene transmits messages frequently through a USSD business mode and, as a result, circuit switched fallback (CSFB) occurs frequently, and the time delay when the terminal falls back and the time delay when the terminal returns to the LTE network are reduced, and the waste of air interface resources is reduced.
