Provided are a headrest and a vehicle seat provided with same with which load on the vehicle occupant's neck in the event of a rear collision can be reduced while ensuring NV performance, and a method for producing said headrest. A headrest pad (20) made by arranging a first urethane (30) and a second urethane (32) is provided inside the outer cover (22) of a headrest of a vehicle seat (10). The first urethane (30) is elastically deformable, is embedded in the second urethane (32), and supports a mass body (34). The elastic modulus of the second urethane (32) is set higher than the elastic modulus of the first urethane (30). |
