Provided is a partial hydrolysis-condensation product that is capable of providing the surface of a hard coat layer with sufficient hardness and antifouling properties, particularly fingerprint accumulation preventing properties, when added into a photocurable resin for hard coats, from which the hard coat layer is obtained. The partial hydrolysis-condensation product enables the hard coat layer to have an adequate appearance, while ensuring sufficient light resistance of the fingerprint accumulation preventing properties. In addition, the partial hydrolysis-condensation product places little burden on the environment. Also provided are: a method for producing the partial hydrolysis-condensation product; a composition for hard coats, into which the partial hydrolysis-condensation product is blended; a base which has a hard coat layer; and a touch panel. An agent for preventing the accumulation of fingerprints, which is formed of a partial hydrolysis-condensation product of a hydrolyzable silane compound mixture, said partial hydrolysis-condensation product having an ethylenic double bond and containing -C n F 2n+1 (wherein n ≤ 6) with a fluorine atom content of 2.5-40% by mass; and a composition for hard coats, which contains a photopolymerizable component and 0.01-20% by mass of the partial hydrolysis-condensation product with respect to the total solid content of the composition. |
