A catalyst composition for synthesizing an aromatic carbonate compound, according to the present invention, comprises at least one type of samarium-based catalyst and a co-catalyst, and a method for preparing the aromatic carbonate compound by using the catalyst compound can produce an aromatic carbonate compound and a polycarbonate resin having stable high selectivity by carbonic ester-reacting an aliphatic carbonate compound and an aromatic hydroxycarbonate compound under the presence of the samarium-based catalyst and the co-catalyst. |
