abstract [Problem] To minimize the release of amines into the atmosphere, and to allow amines that accompany process gas to be efficiently recovered into an amine absorbing liquid for reuse. [Liquid] A carbon dioxide recovery device according to an embodiment of the present invention has a first absorbing unit, a regeneration unit, a rinsing recovery unit, and a pre-amine recovery unit. The first absorbing unit brings a gas including carbon dioxide and an absorbing liquid including an amine compound into contact with each other to cause the carbon dioxide to be absorbed by the absorbing liquid, and discharges the product as a rich liquid. The regeneration unit causes carbon dioxide gas to be released from the rich liquid sent from the first absorbing unit, and regenerates the absorbing liquid. The rinsing recovery unit recovers an amine compound which accompanies the decarbonated gas sent from the first absorbing unit. The pre-amine recovery unit is provided between the first absorbing unit and the rinsing recovery unit, and traps the amine compound accompanying the decarbonated gas by bringing the decarbonated gas from the first absorbing unit and a portion of the rich liquid into countercurrent contact with each other as the portion of the rich liquid is sent from the first absorbing unit.
