abstract [Problem] The purpose of the present invention is to provide a flame-retardant resin composition that is highly flame-retardant, a flame-retardant resin film that has high thickness precision and excellent flame-retardant properties, and a solar cell backsheet. [Solution] This flame-retardant resin film is obtained from a resin composition, wherein the resin composition comprises (a) a polyphenylene ether-based resin, (b) a phosphorous-based flame retardant, and (c) a fluorine-containing resin; the amount of the (a) component contained in the resin composition being 75-98 mass parts and the amount of the (b) component contained therein being 25-2 mass parts, per total 100 mass parts of the (a) and (b) components; the amount of elemental fluorine contained in the resin composition being 100-1,000 ppm; and the thickness being 20-500 μm.
