abstract The purpose of the present invention is to provide a distributed, multi-administrator functional code wherein security for an entire system does not rely on a single entity. From among a plurality of key generation devices (100), any one key generation device (100) generates gparam and each key generation device (100) generates an administrator public key (apk) and an administrator secret key (ask) on the basis of gparam. At least some of the plurality of key generation devices (100) generate one piece of a user decoding key (usk gid, (t,xt) ) on the basis of the administrator secret key (ask). A user decodes encoded data (ct S ) by combining, as a single decoding key, the decoding keys (usk gid, (t,xt) ) generated by at least some of the key generation devices (100).
