Disclosed are a surface treatment bath capable of forming a surface treatment coating with excellent corrosion resistance by means of high-speed electrolytic processing, and an efficient method for manufacturing a surface-treated steel plate with excellent corrosion resistance and coat adhesion. The surface treatment bath is used for forming a surface treatment coating on the surface of the steel plate by means of cathodic electrolysis, and contains Zr and/or Ti, and polycarboxylic acid. |
