abstract A method for estimating frequency offset is provided in the invention. The method includes the following steps: when frequency hopping in a non-sub-frame of an uplink shared channel, acquiring a first channel estimation value h n 1 according to a first reference signal transmitted by a terminal at the first reference signal point, a frequency offset value f and the actual received signal y n 1 ; according to the first channel estimation value h n 1 , acquiring a second channel estimation value h n 2 =exp( j ⋅2 πf Δ t )⋅ h n 1 at the second reference signal point, wherein the Δ t is the time difference between the first reference signal and the second reference signal; and according to the h n 2 , obtaining the received signal estimation value y ' 2 at the second reference signal point; using the f that makes the received signal estimation value y ' 2 closest to the actual received signal y n 2 of the second reference signal as the final estimation value. A device for estimating frequency offset is also provided in the invention. When the multipath delay is long, the signal to noise ratio is low and the frequency offset is large in a base station of 3GPP LTE, the invention can accurately estimate a frequency offset value and a channel estimation value of an uplink shared channel.
