Provided is a water-and-oil repellant composition which can impart sufficient dynamic water repellency to the surface of an article and which contains copolymer particles having high stability and is reduced in environmental burden. Also provided are a process for producing the composition and a method for treating an article. The water-and-oil repellant composition comprises a copolymer (A) comprising structural units based on a monomer (a) having a C1-6 polyfluoroalkyl, structural units based on a (meth)acrylate (b) having a C20-30 alkyl, and structural units based on a halogenated olefin (c), a surfactant (B), and a medium (C), wherein the medium (C) comprises water and a propylene glycol type solvent, the amount of the propylene glycol type solvent being 35-80 parts by mass per 100 parts by mass of the copolymer (A). |
