Disclosed is a water and oil repellent composition which can impart sufficient dynamic water repellency and post-air-drying water repellency to the surface of an article and has a low environmental burden. Also disclosed are a method for producing the same and a method for treating an article. A water and oil repellent composition containing a vehicle and a copolymer having a constituent unit derived from a monomer (a) and a constituent unit derived from a monomer (b) and having a mass average molecular weight of 40000 or more is used. The monomer (a) is a compound represented by (Z-Y) n X, wherein Z represents a polyfluoroalkyl group having 1 to 6 carbon atoms or the like, Y represents a divalent organic group or the like, n represents 1 or 2, and X represents a polymerizable unsaturated group. The monomer (b) is an olefin in which the glass transition temperature of a homopolymer is from –50 to 50˚C. |
