Disclosed is a solubilized composition in which a carboxy-modified silicone is solubilized in a large quantity and stably. Specifically disclosed is a solubilized composition characterized by comprising (a) at least one nonionic surfactant that is selected from polyoxy ethylene alkyl ether-type nonionic surfactants represented by general formula (I) and (II) and has a weighted average of an HLB value of 10 to 15, (b) a carboxy-modified silicone, and (c) water, wherein the content of the carboxy-modified silicone (b) is three times or less larger than the weight of the nonionic surfactant (a). (In formula (I), R 1 represents an alkyl group having a branched chain and having 8 to 18 carbon atoms; and a represents an integer that meets a requirement represented by formula: 3 ≤ a ≤ 40.)
