abstract Disclosed is a membrane electrode assembly seeking to prevent the short circuiting and flooding occurring when the polymer electrolyte membrane is pierced by carbon fibers in the gas diffusion layer. A membrane electrode assembly 10 is equipped with a cathode 20 having a catalyst layer 22 and a gas diffusion layer 26, an anode 30 having a catalyst layer 32 and a gas diffusion layer 36, and a polymer electrolyte membrane 40 disposed between the catalyst layer 22 of cathode 20 and the catalyst layer 32 of anode 30. Cathode 20 and anode 30 also have protective layers 24 and 34 containing carbon fibers with an average fiber diameter in the range of 1-30 μm and fluorine-containing ion exchange resin between the catalyst layer and the gas diffusion layer, respectively. The mass ratio (F/C) of the fluorine-containing ion exchange resin (F) and the carbon fiber (C) contained in the protective layers is in the range of 0.05-0.30.
