abstract Toy balloons (12) that have an internal surface coated with a barrier coating (13) include a one-way valve (14). The one-way valve (14) incorporates an inlet stem (18) that is surrounded by an expandable elastomeric collar (30). The coating solution (13) is an aqueous solution of polyvinyl alcohol and a carbohydrate. A minimal amount of coating composition is used. This allows preassembly and precoating of toy balloons (12) with one-way valves (14) that can be stored for up to one year without drying out.
