abstract Disclosed is a fuel element comprising a bundle of fuel rods separately containing the fissionable material uranium-235 or plutonium-239 and the fertile material thorium and uranium-238 in a hexagonal or tetragonal arrangement. Said fuel element is characterized in that the rods containing fissionable material (seed rods) are provided as jointly pressed rods, the rods contain the fissionable material in the form of discrete coated particles embedded in a zirconium matrix, the particles are homogeneously distributed within the inner rod region, the inner region containing fissionable material is connected without a transition to the outer zircaloy cladding containing no fissionable material, the external surface of the rods containing fissionable material is increased by providing the same with a profile, while the blanket rods contain the fertile material in the form of tablets which are stacked on top of each other in the zircaloy cladding tubes, the fertile material uranium/thorium oxide is provided as a mixed crystal compound, the spent rods containing fissionable material are cut into 80 cm long rod sections, are incorporated into graphite blocks, and are permanently disposed of without being reprocessed, and the highly radioactive waste generated when the fertile material tablets are reprocessed are embedded into graphite blocks in the form of TRISO coated particles, and said blocks are permanently disposed of.
