abstract Provided are a manufacturing apparatus, a manufacturing method and a heating element, which can transfer a sheet member in a stable state while being prevented in gas permeability, extension and breakage and which can fold the sheet member into pleats or precise corrugations without wrinkling the sheet member. The method corrugates the sheet member by using a corrugating member, and is characterized by corrugating the sheet member gradually from the center side to the outer side.
