[MEANS FOR SOLVING PROBLEMS] An oil-in-water type emulsion composition which comprises an oil phase component containing a higher alcohol having 12 to 30 carbon atoms and hydrophilic inorganic fine particles sparingly soluble in water, wherein fine particles of the oil phase component are dispersed in a state in which they are covered by the above hydrophilic inorganic fine particles; and a method for producing the composition.
