An igniter and a gas producing device that are reduced in their sizes and where jumping out of electrode pins are reliably prevented. These are achieved by increasing strength of a closing plug at high temperatures to reduce the thickness of the closing plug. An igniter having a resistance heat generating body, powder ignited by heat of the resistance heat generating body, electrode pins connected to the resistance heat generating body, and a closing plug for holding the electrode pins, wherein the material of the closing plugs are a thermosetting resin. A gas producing device having a cup filled with a gas producing agent producing a gas by burning, the igniter provided inside the cup, and a holder for holding the igniter and the cup, wherein the holder has insertion holes into which the electrode pins are individually inserted. |
