The powder (6), e.g. of a medicament, is compacted and enrobed to produce compacted powder slugs (7) by preferably mechanically compacting a powder (6) and forming a film (1) of a material, prefer ably hydroxy propyl methyl cellulose, by vacuum or pressure differential, about the surface of the powder thus compacted.
