abstract A photocatalyst coating liquid is disclosed which is excellent in stability and enables to form a photocatalyst film on an organic base which photocatalyst film has excellent photocatalytic functions such as super-hydrophilicity and a property of maintaining super-hydrophilicity in the dark and excellent durability. A photocatalyst film formed by using such a photocatalyst coating liquid is also disclosed. The photocatalyst coating liquid contains (A) anatase titanium oxide particles, (B) a colloidal silica and (C) a binder composed of a hydrolysis-condensation product of a titanium alkoxide; and based on the total solid content, the content of component (A) is 5-50 mass%, the solid content of component (B) is 25-75 mass%, and the solid content of component (C) in terms of TiO2 is 10-55 mass%. The photocatalyst film is formed by using this photocatalyst coating liquid.
