abstract A nitrogen oxide decomposing element capable of processing at relatively low temperature without the use of materials whose influence on environment and human health as an oxidizer or catalyst is feared; and a nitrogen oxide decomposing apparatus including the same. In particular, nitrogen oxide decomposing element (1) comprising conductive solid electrolyte film (2) capable of selective permeation of hydrogen ion; first electrode layer (3) composed of an electron conductive substrate and a catalyst capable of accelerating anodic oxidation; second electrode layer (4) composed of an electron conductive substrate and a catalyst capable of accelerating cathodic reduction; and platinum group catalyst (6) carried on porous metal oxide (5) and disposed adjacent to the second electrode layer (4). Further, there is provided a nitrogen oxide decomposing apparatus of low power consumption, comprising nitrogen oxide sensor (14) disposed in the vicinity of the platinum group catalyst (6) carried on porous metal oxide (5); and power source/control unit (15) capable of controlling the intensity and passage time of current flowing between the first electrode layer (3) and the second electrode layer (4) in conformity with the concentration of nitrogen oxide detected by the nitrogen oxide sensor (14) so as to attain effective utilization of electrical energy.
