A thin metal oxide film formed on the surface of a substrate integrally therewith, characterized in that the surface of the thin metal oxide film has an arithmetic average roughness (Ra) of 4 to 8 nm as measured by an interatomic force microscope, a maximum roughness (maximum concave-convex difference)(Rz) of 40 to 70 nm, a ten point average roughness (RzJIS) of 20 to 60 nm, and a pitch of concave-convex shapes is 10 to 300 nm; a method for preparing the thin metal oxide film; and a hydrophilic mirror having the thin metal oxide film. The thin metal oxide film has high hardness, is excellent in transparency, and exhibits good hydrophilicity, good anti-fogging and anti-staining property, and good self-cleaning property over a long period of time, and thus can be suitably used as a hydrophilic mirror, in particular, as an outermirror of an automobile. |
