abstract A red phosphorus-base flame retardant for epoxy resins which is suppressed in the elution of oxo-acids of phosphorus from red phosphorus and can impart excellent flame retardance to epoxy resins for sealing semiconductor devices. The red phosphorus-base flame retardant essentially consists of coated red phosphorus obtained either by surface-coating red phosphorus particles with a thermosetting resin containing an anhydrous zinc compound or by surface-coating red phosphorus particles with an inorganic substance and then coating the resulting particles with a thermosetting resin containing an anhydrous zinc compound, the electric conductivity of a 10 wt.% slurry obtained by dispersing the coated red phosphorus in water at 20 °C being 30νs/cm or below, that of the slurry after allowing to stand at 80 °C for 20 hours being 150νs/cm or below, and the concentration of PO4 ion eluted by adding 80 ml of water to 8 g of the coated red phosphorus and heating the resulting mixture at 80 °C for 20 hours being 10 ppm or below.
