Also, the noctilucent polyurethane chips and the manufacturing method thereof according to the present invention serve to care for natural resources and prevent environmental pollution by recycling waste polyurethane, and by using phosphorescent substances as a raw material of pavement, the noctilucent polyurethane chips having aesthetic view and excellent functionality are provided.
