abstract The present invention provides a process for flame retarding textiles, paper and other flammable, solid substrates by applying to the substrate at least one novel hydroxyalkylphosphonate carbamate corresponding to the formula: where n is an integer having a value of from 1 to about 4, R and R'' can be the same or different and are selected from the group consisting of C1-C4 alkyl, allyl and halohalkyl groups, Y is H or CH2OH and R'''' and R'''''' can be the same or different and are selected from the group consisting of H and C1-C4 alkyl groups, whereupon the thus applied carbamate is cured so as to form an insoluble, fire retardant finish.
