abstract In accordance with one aspect of the present invention, a core-shell phosphor composition is provided that includes a core comprising at least one material selected from the group consisting of aluminum phosphate, gallium phosphate, calcium phosphate, magnesium phosphate, zinc phosphate and boron phosphate; and a shell at least partially enclosing the core, wherein the shell comprises a shell material having formula (I) n La 1-x-y Ce x Tb y PO 4   (I)n n wherein, 0<x<0.95, and 0<y<0.5. In accordance to another aspect of the invention a method of making the core-shell phosphor and a light source including the core-shell phosphor are provided.
