abstract Disclosed are a method and a device useful for performing cosmetic or medical procedures of an in vivo portion of tissue. The method includes contacting an in vivo portion of tissue with a portion of a pad, substantially saturating the pad with a reactant, contacting the pad with a first electrode so that the first electrode is proximate to the portion of the pad proximate to the in vivo portion of tissue. The method further includes contacting the pad with a second electrode so as to provide an electrical path between the first electrode and the second electrode through the reactant, passing a DC voltage through a circuit including the first electrode, the reactant and the second electrode, thereby forming at least one of: an electrolytic effect, and an electrolytic product of the reactant, proximate to the first electrode.
