abstract A method for making a vinyl carbonate represented by the formula (I): n CH 2 ═CHOC(O)X 1 R 1   (I) n wherein X 1 is oxygen or sulfur and R 1 is a substituted or an unsubstituted aliphatic alkyl, aryl, aryl alkyl, olefinic, vinyl, or cycloaliphatic group comprises: n (a) reacting a compound represented by the formula (II): n X 2 C(O)X 1 R 1   (II) n wherein X 2 is a halogen other than fluorine, with a compound represented by the formula (III): n M 1 —F  (III) n wherein M 1 is selected from a Group IA metal, in the presence of a first phase transfer catalyst and a first organic solvent, to form a compound represented by the formula (IV): n FC(O)X 1 R 1   (IV) n ;and n (b) reacting a compound represented by the formula (IV) with a compound represented by the formula (V): n CH 2 ═CHOSi(R 2 ) 3   (V) n wherein R 2 is a substituted or an unsubstituted aliphatic alkyl, aryl, aryl alkyl olefinic, vinyl, or cycloaliphatic group, or any combination thereof, in the presence of a metal salt represented by the formula M 2 —F wherein M 2 is a Group IA metal, a second phase transfer catalyst, and a second organic solvent, to form the compound represented by formula (I).
