In addition, the fine particles containing at least the above-mentioned compound are dispersed. The content of phosphonic acid relative to the total amount of the content of phosphate diester and the content of phosphate monoester is less than 2.5 times on a molar basis. R 1 is an alkyl group having a carbon number of 2 to 4, R 21 , R 22 and R 3 are each a monovalent functional group represented by -(CH 2 CH 2 O) n R 4 , and n is an integer of 1 to 25 , R 4 is an alkyl group with 6 to 25 carbons.
