abstract The present invention provides an intravascular portal access device, which includes a first component having a chamber, the first component being configured to be reversely attached to an intravenous catheter portal. A second component is reversely attached to the first component and contains a disinfectant and applicator material. The second component is configured to be received in a reverse direction over an external surface of the intravenous catheter portal. The invention also provides a method for purifying an inlet and outlet of an intravenous catheter, which includes providing an inlet and outlet cleaning device, the inlet and outlet cleaning device having a first component, the first component having a chamber containing a first cleaning agent. A second component includes a second cleaning agent. A third component has a bactericide and is reversely attached to the first component. Removing the second component from the device, bringing the outer surface of the entrance and exit into contact with the second cleaner, discharging the first cleaner from the chamber into the entrance and exit, and using the third assembly to cover the Entrance.
