abstract To provide a Pb-free low carbon free-cutting steel having machinability more satisfactory than that of the conventional Pb free-cutting steel, and having hot workability more satisfactory than that of the conventional Bi free-cutting steel. The low carbon free-cutting steel has a composition comprising 0.03 to 0.19% C, <= 0.10% Si, 1.00 to 2.50% Mn, 0.01 to 0.12% P, 0.26 to 0.63% S, <= 0.010% Al, 0.0030 to 0.0250% N, 0.005 to 0.035% O and 0.002 to 0.100% Te, and the balance Fe with impurities, and satisfying (Mn/S) >= 4.0. The steel may comprise one or more selected from 0.04 to 1.25% Cr, 0.04 to 0.60% Ni and 0.04 to 0.40% Mo.
