abstract An organic electroluminescent panel with a hydrophobic layer comprises a transparent substrate, at least one organic electroluminescent device, at least one protecting layer, and at least one hydrophobic layer. In this case, the organic electroluminescent device is formed on the transparent substrate and comprises a first electrode, at least one organic light-emitting layer and a second electrode in sequence. The protecting layer is formed on the substrate or on the second electrode, which becomes a close system. The first electrode, the organic light-emitting layer and the second electrode are in the close system. The hydrophobic layer is formed on the protecting layer or outside the close system, and prevents moisture and the oxygen from entering the organic electroluminescent device.
