abstract The present invention relates to a large heat input welding steel with a heat input of 500 Kj/cm or more comprising, by percent by weight, more than 0.10% to 0.20% or less of C, less than 0.10% of Si, 0.4% to 2.0% of Mn, more than 0.010% to less than 0.04% of Al, 0.002% to 0.020% of Ti, 0.003% to 0.030% of REM, less than 0.0040% of N, 0.0003% or more to less than 0.0020% of B, and the balance being substantially Fe and incidental impurities; the precipitated B content being less than 0.0015%, oxides and sulfides of REM or Ca and TiN being independently dispersed in the texture of the welding steel; the welding steel further comprising at least one element selected from the group consisting of 0.05% to 0.5% of Cu, 0.05% to 1.0% of Ni, 0.05% to 0.5% of Mo, 0.005% to 0.10% of Nb, 0.005% to 0.15% of V, and 0.05% to 0.5% of Cr. The present invention also relates to a method for making the large heat input welding steel with a heat input of 500 kJ/cm or more comprising: casting the welding steel having the above-mentioned composition; heating it above the Ac3 transformation temperature; hot-rolling it at a hot-rolling temperature of 800 too 1000 DEG C and an accumulated reduction ratio of 60% or more; and air-cooling or forced-cooling it so as to form a ferritic -pearitic and/or beinitic texture in the steel.
